520 _aProposes a Localism Bill and a second bill to revoke the previous governments plans to create unitary councils in Exeter, Norwich and Suffolk. These proposals will shift power from the state to local communities and strengthen local planning. The Localism Bill will legislate for some of the Coalition commitments including returning decision making on housing and planning to local councils by abolishing Regional Spatial Strategies and giving more powers for communities to help save local facilities and services threatened with closure.
