520 _aA change of planning guidance gives councils and communities new powers to prevent the practice of garden grabbing. Greg Clark, the Decentralisation Minister has unveiled plans to take gardens out of the category of Brownfield which will transform councils ability to prevent unwanted development on gardens. Mr Clark also scrapped the minimum density target which will hand power to town halls and local communities to decide what new homes are best for their area.
