520 _aThe latest Asset Protection Agency's (APA) annual report identifies stresses in commercial property loans and the refinancing risks of maturing loans as the biggest possible cause of future losses. Only Royal Bank of Scotland entered the APA's Protection Scheme launched in January 2009 to insure UK banks from excessive losses on toxic assets, putting up £39bn of property loans to be insured. The total amount of loans covered by the APA scheme has fallen from £39bn to £27bn.
