520 _aGovernment restraints on spending, the introduction of competitive tendering and the rising affluence of consumers have put the role of local authorities in leisure provision in doubt. This article suggests a new leisure strategy for local authorities, in the light of political and social changes, which will ensure that the best possible leisure facilites are available to the public and that more help goes to those with the greatest need, while at the same time making better use of other interested organisations.
