520 _aQBD 21 December 1988 Appeal by the planning authority against the SOS decision that a listed building enforcement notice issued by the authority was null and void. The buildings in question had been repainted and the enforcement notice had been served on the grounds that the colours used had changed the architectural character of the properties. QBD held that the repainting was a contravention of listed planning law and the enforcement notice should be upheld. Re painting , if it affected the external appearance of a building, could be an alteration and the matter should be passed to the SOS with a direction to dismiss the appeal.
