As you can see from the Foreword to the 2004 edition, there was a ready acknowledgment (even then) that many countries around the world have increasingly produced their own Rules of Measurement and that this would mean that the usefulness of the POMI document as originally published some 25 years earlier will have reduced over the years. A further part of the landscape was the switch in the UK market from SMM to NRM with the acknowledgment that NRM (having changed the system classification) made it much more accessible to markets other than the UK.
