In 1985 C appealed against an enforcement notice requiring that use to cease, C appealed and in 1986 planning permission was granted stating the premises only to be used for paper; however the land continued to be used for its original purpose of haulage and storage purposes by Paul Butcher who appealed against enforcement notices issued in 1993 and 1994. At dispute was whether the 1986 permission was valid. | ||
