520 _aQBD 20 May 1987. The appellant (S) ran a business from premises consisting of a ground floor shop and maisonette on two floors. S converted the maisonette into an office and installed a spiral staircase to link the shop and offices. The second respondent (X) served an enforcement notice claiming a material change of use and requiring S to discontinue use of the two floors as offices and remove the staircase. S claimed that the staircase did not need planning permission and appealed. The appeal was dismissed. There had been a material change of use and construction of the staircase was integral to that.
