Following on from an earlier Comptroller and Auditor General report (ISBN 9780102944662), this Committee report outlines the reasons for the limited progress made by departments in meeting sustainability targets for their new buildings and major refurbishments, and looks at the prospects for improvement. Recommendations include: DEFRA ensuring clarity on how performance against BREEAM targets and the take up of Quick Wins will be reported; DEFRA helping departments by developing a lighter-weight alternative to BREEAM and explaining when to use different assessment methods; and the Treasury simplifying the application of whole-life costing.
