Recommendations include: DEFRA ensuring clarity on how performance against BREEAM targets and the take up of Quick Wins will be reported; DEFRA helping departments by developing a lighter-weight alternative to BREEAM and explaining when to use different assessment methods; and the Treasury simplifying the application of whole-life costing.
