Mentions the first Privy Council decision on EIA, "Belize Alliance of Conservation Non-Government Organisations v Department of the Environment and another" ([2004] UKPC 6). Comments on "Shiu Wing Steel Ltd v Director Environmental Protection" (HCAL184/2002) with an explanation of the EIA system in Hong Kong.
