CA 25 July 1989. Discussion of the case. Mr Richardson (R), the plaintiff claimed damages against the local authority (W) for negligence or breach of duty in performing its functions under the building regulations , in respect of an extension to R`s house. R claimed that W failed to inspect adequately during construction. The judge had decided that no duty was owed by the W. R appealed but the case was dismissed.
