CA 20 June 1989. The appellant (T) occupied what used to be the Cambodian Embassy but had not paid rates . At issue was whether T was in fact in rateable occupation . He was squatting on the premises with people and liability for rates could be enforced against any of them if each was in occupation of all the premises and not just part of it.
