In R v SoS for the Environment and another ex parte Pehrsson , CA 26 April 1990, it was held that the inspector had failed to give adequate reasons for concluding that the proposed use was not appropriate for the green belt , failing to give consideration to the nature of the residential use sought, namely restricted to staff accommodation and is respect of which the appellant had agreed the terms of a section 52 agreement .
