LT 15 October 1993. P, a ratepayer, was the subject of cpos and was continuing in occupation of the subject premises at a peppercorn rent. The premises` rateable value having been assessed by C at £19,500, P sought a reduction to nil, claiming the state of dereliction in the neighbourhood, poor market demand, impending compulsory purchase and presence of attractive rival sites in nearby Telford and Redditch severely affected its value. LT permitted a reduction by £500 only, accepting C`s argument that there was insufficient evidence that rental values had dropped substantially or that the cpos had yet affected P`s use of the hereditament.
