Many large construction companies in the UK are now operating a quality assurance (QA) system to ISO 9000, yet there seems to be no available evidence that they have developed any way of measuring the `effectiveness` of their systems in meeting prescribed quality objectives. The paper discusses the difficulties faced in attempting to develop a model in the form of a matrix to measure the effectiveness of QA systems. (Journal abstract)
