Examines Local Development Orders (LDOs), part of the reformed planning system. LDOs allow Local Planning Authorities (LPAs) to grant deemed planning permission for types of development that are in keeping with development plan policies. Government sees LDOs as a tool for promoting a faster and more efficient planning system but admit the real driver behind LDOs is to deliver high-quality housing developments more quickly. Discusses the practicalities of implementing LDOs, their potential inflexibility and the difficulties of monitoring compliance. Sees LDOs, if used properly, as being helpful to the development industry particularly on complex schemes and to LPAs seeking to approve negatively perceived infrastructure projects such as waste facilities. Indicates that the success of LDOs as a means of delivering housing rapidly depends on them mitigating the need for s106 contributions and points out how LDOs could be used to fast track the reuse of brownfield sites.
