Describes problems with the government's target for housebuilders to achieve zero carbon emissions. The principle issue is one of definition, with both industry and government lacking a consensus on what the phrase zero carbon means. A DCLG consultation paper (L135908) suggested an definition policy by buying in renewable energy. However the DCLG's adopted standard requires feeding energy back into the grid. Argues that this may cause problems for housebuilders attempting to predict future policies and regulation. Suggests that a more easily defined target may be required to speed up developments, especially eco-towns.
