It was held that the ombudsman was obliged under Building Societies Ombudsman Scheme clause 14 to investigate complaints of negligent structural surveys and house buyer`s reports carried out by an employee of a building society as part of an application for a further advance on the properties. Such negligence was maladministration under Building Societies Act 1986 Schedule 12 Part III para 1(d).
