The National Audit Office Report "Modernising Construction", which was published in January 2001, suggested that construction costs in the UK could be cut by up to 30% if the industry, and its clients, adopted a more collaborative approach to construction procurement. Government is thus very keen to encourage the adoption of partnering, which involves clients and contractors establishing long-term, contractual relationships for their mutual benefit.
