Summary, etc. Reports that an increasing number of universities are using the private sector to help fund student accommodation and other facilities. The University Partnerships Programme (UPP), which offers a design-build-operate service to universities, has recently launched a facilities management division, and has also formed a public-private partnership with the University of Plymouth to develop its academic facilities.
