Uses the low value housing markets in Bradford and Burnley as case studies to examine the likely impact of home information packs (HIPs) on the low value market as a whole. The report concludes that the pack could be used to overcome distrust between buyers and sellers, creating a better functioning market. The report forms a part of the OPDM home buying and selling policy website which outlines the development of the Housing Bill and HIPs. View at www.dclg.gov.uk.
