The committee finally decided she did not intend to withdraw and notified her of arrangements for the hearing which proceeded despite the tenant`s absence. Despite landlord`s support for the rent officer`s determination, the committee increased the fair rent to £2,000 stating the flat had been substantially undervalued although they had been unable to inspect it.
