Defines the legal difference between a Byway Open to All (BOAT) and Roads Used as Public Paths (RUPP) in respect of vehicular rights of way. Outlines powers of authorities to control these `green lanes` and to reclassify a RUPP to a BOAT. Relates the opposing aims of the Green Lanes Environmental Actions Movement and the Land Access and Recreation Association in preserving the rights of cyclists, walkers and motor vehicle users to access these highways.
