The guidance applies to all owners of livestock and everyone who enters a farm or premises with farm animals and will give government more ammunition to fight future outbreaks of foot-and-mouth disease. The guidance advises that animal disease is not always apparent in its early stages and that livestock owners and visitors should be clean when handling animals.
