Progressive clients such as Transco are starting to question the current bidding process where only hard facts both technical and financial - are considered at the expense of 'soft' issues. Transco has even adopted a soft issues protocol to help quantify which contractors are the best to get on with during a project. Roy Staughton, who pioneered soft issue measurement and now runs a company helping to do just that, foresees a future where bids will be considered on both hard facts and soft issues performance, as soft issues open up a new facet in deciding who will awarded the contract.
